INVITATON TO BID
The Town of Baldwin is seeking bids to install vinyl siding on the painted T1-
11 portion of the town office. Bid should include all materials and labor for
installing a synthetic vapor barrier over existing siding, taping around
windows and doors with exterior )ashing tape, and installation of D4 vinyl
siding. Siding to be a minimum .042 panel thickness.
Bids to be received in a sealed envelope marked Vinyl Siding Bid by 9/3/24 at
noon and will be opened at the subsequent Selectmen meeting.
Selectmen reserve the right to accept or reject any bid. For more information

BALDWIN COMPREHENSIVE PLAN
The Town’s Comprehensive plan was last updated in 1991.  Since then there have been a number of changes to Maine statutes impacting subdivision ordinances, our land use ordinance, and shoreland zoning.   In addition, the State expects municipal comprehensive plans to be reviewed/updated at least every ten years. Following is some information on the new Baldwin Comprehensive Plan initiative.

Southern Maine Planning and Development Commission (SMP&DC) has been engaged to update the plan.  Baldwin will have an AdvisoryCommittee to interface frequently with SMP&DC and assess first drafts of plan output.  
The project is planned to be completed over a two year period.  A community-wide survey to determine key issues for the plan to address has been completed.   Also, the Town will vote on acceptance of the final Plan results at a Town Meeting.
The initial planning meeting was Thursday, August 4th, 2022, and that video is available to watch online. The dates of ongoing monthly meetings are posted on the Town website.   Anyone interested in the Comprehensive Planning process is welcome to attend.

                              Scholarships for Baldwin Students

The Town of Baldwin is accepting applications for the WMTW Scholarship between now and 19 Nov 2024.  Applications and details are available at the Selectmen’s Office from the Baldwin town website.    The scholarships are available to Baldwin residents currently attending an accredited college in a two- or 4-year program or a vocational technical school.  WMTW Channel Scholarship totals $5000.00 annually.  One or more students may be selected for an award. 

 All Baldwin students currently entering their senior year or already attending an accredited college or vocational technical school are encouraged to apply.  Funds will only be awarded to currently enrolled students after the successful completion of one semester.

The Town of Baldwin Planning Board is Seeking a person to help with clerical work to include the following:

1.  Attend all Planning Board meetings, hearings, site walks, etc.

2.  Take minutes of meetings, compile meeting minutes and have ready           for review at the next meeting. Submit approved meeting minutes to         the Baldwin Administrative Assistant for filing and posting.

3.  Draft notices for Town website and Shopping Guide publication, 

     submit  notices after approval of the Planning Board Chairperson.

4.  Maintain digital and printed copies of all Planning Board ordinances           and Conditional Use Permits.


Compensation is negotiable based on background experience.

ATTENTION BALDWIN RESIDENTS
 On 24 September 2024 at 6PM
 The Baldwin Select Board will hold a Special Town Meeting at the Community Center to vote on the five following articles.


 1. To choose a moderator for the meeting
 
2. Shall a revision to the Land Use Ordinance of the Town of Baldwin dated                    11 March 2017  be enacted.  This revision implements Maine statutes LD1530          (An Act to Allow People to Live in Tiny Homes as a Primary or Accessory                    Dwelling) and LD2003 (An Act to …. Increase Housing Opportunities in Maine).  
 
3. Shall an amendment to Section 10.11 of the current enacted version of the Land        Use Ordinance of the Town of Baldwin be enacted.  This amendment:


   a. Revises the Medical Cannabis portions of the Land Use Ordinance of the Town           of Baldwin,
   b. Repeals the existing “Town of Baldwin Ordinance Prohibiting Retail Marijuana           Business Establishments and Retail Marijuana Social Clubs of 11 Mar 2017” and,
   c. Adds provisions to Section 10.11 of the Land Use Ordinance of the Town of               Baldwin to restrict retail cannabis activities as allowed by Maine statutes.
 
4. Shall an ordinance entitled “Floodplain Management Ordinance for the Town of          Baldwin, Maine” be enacted thereby repealing and replacing the 3-12-94                    ordinance  by the same name.


5. Entertain a motion to adjourn.
 
The above ordinances have received a public hearing by the Planning Board on

12 September 2024.  They are posted on the Town website, one copy of each is posted in the Baldwin Town Office,  and copies are available upon request at the Town Office.

In accordance with Title 22 M.R.S.A Section 4305, the Town of Baldwin is required to administer a general assistance program in accordance with an ordinance enacted by the municipal officers after seven days of posted notice and a hearing.

 Road Closures for Winter Maintenance

A public hearing will be held on 1 Oct 2024, pursuant to Title 23 MRSA § 2953(4), to annul, alter, or modify the existing determinations for winter road closings where in the opinion of the Select Board of the Town of Baldwin the roads are are so located with reference to population, use and travel thereon, that it is unnecessary to keep them maintained and open for travel during the months of November, December, January, February, March and April or any part of these months.


 Roads recommended to modify the existing determinations:
Carl Burnell Road -  601 feet from the intersection of Spur Road (node 11131) and #123 Carl Burnell Road. (Total footage from Rt 107 to be opened for winter maintenance will be 1300 feet)
Spur Road – Remove from the winter closing list

Mountain Road – Between Ridley’s and formerly the Fenderson’s
Murch Road – Dirt Section

Notice to Baldwin Residents

The Baldwin Select Board is seeking two residents to serve as our community’s representatives on the Saco River Corridor Commission.  Baldwin has a history of leadership on the SRCC.  The Saco River Corridor Commission serves 20 municipalities. Each town is represented by a regular and alternate member. Membership is as diverse as the communities served and represents a cross-section of valley life and values.
Serving without compensation for their time, efforts, or expenses, the commissioners are constant proof that land use controls can be effectively and sensibly administered at a regional level by area residents. Members and alternates are appointed by their respective town officials.

Members are appointed to serve a three-year term. Regular members have full voting and participatory rights in all proceedings of the full commission and its committees. Alternate members are allowed to participate in all proceedings of the full commission but may only vote in the absence of the regular member. Both regular and alternate members may serve on subcommittees.
